Some of packages like DLC, require to activate first base game first. Why not all available packages will be registered to you account? Have a look into these instructions if you do already own many steam packages.

The Steam API is limited to 50 package activations per hour. Why it take so long to complete the script?

Also, EA only owns EA App, but not the Epic Games Store or Steam. I also do not think that Epic is necessarily better than Steam or EA App even with it offering a few free packs for a limited time only. This means you would need at least two servers (Epic and EA App, but not from Steam) up and running where connection to both servers is good before you can even launch The SIms 4 if I am not mistaken, unless if I am wrong where the Epic Games Store is more similar to Steam than EA App and Origin. However, it is also worth pointing out as well that Epic possibly could have connection issues to its server similar to EA App. If The Sims 4 basegame was not originally received from Epic I do not think that you will be able to get any free packs from Epic that will be recognized as owned DLC meaning that you cannot use those packs if your basegame is from Steam or EA App instead of from Epic. I think that you will still need EA App for any games made by EA just for launching even if you got The SIms 4 basegame from Epic instead of from Steam or EA App.
